Odd Mounting Hole

You can design a padstack for the main circle as you would normally, drill, layers, mask etc, for the smaller drill hole design a padstack with only a drill hole, 0mm circle for the electrcial layers begin, internal and end but have a small pad defined for mask. Then when you place in a mechanical symbol no drc. In the board you will get a drc but it is drill hole to pad which you can waive.

You could also add a property to the symbol called "NODRC_SYM_SAME_PIN" which will eliminate the Pin to Pin DRC errors when placing the symbol on the board.

While inside of the Symbol file (.dra) perform the following:
 - Edit > Property and select Drawing in the Find by Name field then click the More button
 - Select "Drawing Select" to push it to the Selected Objects column
 - Select the NODRC_SYM_SAME_PIN from the list and Click Apply

That's it.  You will still see the DRC errors in the symbol but once you place it in the board the Pin to Pin DRCs will be suppressed within this symbol only.  You can also apply it at the Board Level to avoid Pin to Pin DRCs for all symbol in the design, can be usefull when you have a larger Pin to Pin DRC on a Board design but you want it only to apply between pins on different symbols.
