How to show proper layer order when printing?

What I would like to know is how to properly set the order of the layers so that everything is shown correctly.

 For example:

I have my footprint outline drawn on Package Geometry > Assembly_Top (ORANGE)

Dimension is on Package Geometry > Dimensions (RED)

Then I have pads (GREEN).

Ultimately what I would like is to see the pads, then on top is the outline of the footprint, then I'd like to have the dimensions which you can see where the dimension lines are pointing.

 What happens is when I go to print, and I have the dimension layer set as the selected layer then the dimensions show good on top of the pads, but the pads are covering the package so I can only see what isn't covered by the pad. So I'll make the Assembly_Top layer the prominent layer and now the footprint shows nice on top of the pads, but now the dimensions are covered by the pads and I can only see the dimension lines once they're no longer covered by the pads.

 Sometimes I'm able to produce the result I want, but it seems to be pure luck, is there a way to guarantee that I can have the proper layer view when printing?

    Does Display/Layer priority work?  Assuming that you are on Allegro.

    Yes, I'm using Allegro 16.5 S031

     Display/Layer priority might be worth trying. Do you know where I can toggle the options?

    On the tool bar you should be able to go display -> Layer Priority.

    I believe you just select the layer and order it by priority.
