Linking Part Occurrences to a Database Part (16.6 Capture CIS)

Hello,

Im trying to link parts in my schematic to parts in our CIS database.  If there are multiple occurances of a part in the design, and I right-click on "Link Database Part", I think I am supposed to see a pop-up that prompts me to "Link to Selected Occurrences Only" or "Link all Occurances".
I never see this prompt, and I am only able to link to parts that I have manually selected. 
Why does CIS not see that there are multiple occurances of a part in my design?
What are the criteria for multiple occuances of a part?

 Looking through the OrCAD CIS User Guide, I see that in the capture.ini file, there is a field that turns on/off the "occurance link dialog" box


[Link Settings]
Show Occurrence Link Dialog=FALSE

Does this need to be set TRUE or FALSE?

    The setting should be TRUE, or the entry not present since showing the Dialogs is the default. I guess the "Never show this again" got checked at some point.

    Thank you.  I thought that should work, but no luck.  I tried setting "Show Occurrence Link Dialog" to TRUE and also tried just removing it, still nothing.

     I also tried just creating a blank schematic and adding two identical parts.  When I right click "Link Database Part", it just bring up Part Manager, but nothing about linking the DB part to multiple occurances within the design.  

    Can you think of anything else to try?
