When adding components - attributes are not copied from Parts Table

When I add a component, serval of the attributes are not copied from the Parts Table. When I save the page I receive an error message simialr to:

ERROR(SPCOCN:1993): Invalid value specified for a property 'TOLERANCE'. Ensure that the property value ? is specified only when the corresponding property name is preceded by a $ (dollar sign).

When I look at the Attrbiutes for the component in the schematic editor, they contain ?; however, the information is in the Parts Table and does appear in the Parts Manager.

Attributes that are not "grayed" out can be changed manually but shoudln't these attribues be imported whenthe component is added? This occurs for any new component added. There are about 5 attributes that come up with ?.

How can I resolve this?

Without knowing your level of expertise, I am going to start with the most obvious place to start.  Both the KEY and INJECTED appear in the PTF, but only the KEY properties are populated by default.

I am familiar with creating with creating Parts libraries and the PTF; however, when I try to add a component, I receive an error message when I save the file. The injected attributes that are already defined int the Parts Library are not copied when the component is added. In previous designs using this tool, I updated the ppt_optionsset.dat file . Upon updating/replacing components, the attributes were updated. That no longer occurs and I cannot delete the attributes ( they are grayed out) or change them.
