.dxf file layers missing when attempting to import into PCB Editor

I'm using OrCAD PCB editor 16.5 and am trying to import a .dxf (image for silkscreen) for the first time, but can not get it to work.

The image is vector based and has been exported from Adobe Ilustrator directly as a .dxf file.

I open the .dxf import dialogue and browse and select the file I'd like to import, and click 'incremental addition'.  OrCAD gives the accuracy mistmatch warning and I click 'Yes'.  

The problem is that when I open the 'Edit/View Layers...' dialogue there are no layers visible to map.  I therefore can not import anything into OrCAD.  I have opened the .dxf file in a third party viewer and can view the image in that and it shows it as a single layer.  I have tried almost everything import setting in OrCAD and export setting in illustrator.

Does anyone know what might be causing OrCAD not to be ableto see these layers?  Any suggestions on how to get this to work? Any help would be greatly appreciated.

    The biggest issue with dxf is the format. Cadence is notorious for not accepting any format except the older versions. Whenever I create an AutoCAD file, I save it as AutoCAD R12/LT2 dxf. This is the format that causes the least issues. R2000/LT2000 also works but adds some issues with certain line types and the layers are a little mucked up. Beyond 2000, I would even attempt it. Open the dxf file in notepad++ and look for the line $ACADVER. Below it, it should read AC1009. If not. then you need to correct version of dxf output to get it imported.
