Go to Setup>User Preferences and check the setting Display>OpenGL>static_shapes_fill_solid - you are getting the "set" behaviour from the look of the screenshot, when the preference is unchecked and applied, static shapes, like Place Bounds, will fill with a "stipple" pattern, rather than solid.

The Place Bound Shapes are always filled.  It looks to me like you have the transparency set quite high.  Go to the Color Dialog menu and change your Shapes Transparency to something in the 30's.  If that is still not enough, change the color of the Place Bound to something more muted in color like gray ot light brown.

What version do you have displayed in Help>About?

Pre-16.0 static shapes, which includes Place Bounds, were displayed with a "stipple" pattern, 16.0 always displayed static and dynamic shapes "solid" until 16.5 when the fill was changed to the pre-16.0, "stipple fill", behaviour. A user preference was added in 16.5 hotfix 2 to allow users to restore the previous 16.0 "solid" fill for static shapes, there is always a slim possibility that a recent hotix has removed the preference.
