no waveform at the output of oscillator

I set up an oscillator using two CD4069 but has no signal at the output only a pulse maximum 2ms. Student would like to help and clarification. Photo attached.

    I cannot get to the image but it sounds like you might be trying to use the analog behaviour of digital gate inputs? The default Gate Level will not model any analog behaviour for digital inputs since any "pure" digital parts will model "state" rather than thresholds. You need devices with Schmitt Trigger inputs to get the thresholds modelled, or you could try setting the I/O Level through PSpice>Edit (New) Simulation Profile, Options tab, Gate Level Simulation Category, set the Default I/O level for A/D interfaces from 1 to 2 and see if the CD interface models support this.
