Changing 0604 Footprint to 0402

I have changed the size of the Padstack and the Package Outline, however I cannot seem to move the Padstack of a simple Capacitor.  I need to move the Padstack associated with Pin 2 of the Cap, but I am stuck.  Any help would be greatly appreciated.

    Make sure "Pins" are selected in the find filter.

    Pins are selected in the Find Filter. No matter what I try in the PCB Editor I cannot move Pin 2 and Padstack closer to Pin 1 on the Cap.

    I thought you were creating a new symbol on the symbol editor.  If you are in the PCB Editor, then you will need to add the property "Unfixed_Pins" to the symbol in order to be able to move the pins.
