Internet Component Assistant not working, ICA configuration help needed

Hello,

I'm using OrCAD Capture CIS 16.6-S051 and cannot use the Internet Component Assistant.

If I click the ICA button in CIS the program freezes. After 20 minutes it resolves to a generic error message without details.

How can this be configured properly?
