REF DES TEXT BLOCK# changes during load.

When I load a symbol into a new pcb file manually the TEXT BLOCK number matches the number in the symbol. When I load it into a pcb with parts already the block# changes from 3 to 16. Is there a reason the software does this ?

    FYI - What we do:

    We created a parameter file contain text sizes that we have standardized on and load this for each design.  This allows for designs to have uniformed text sizes.
