Why do the menus sometimes show "spin", and sometimes "rotate". Not the same?

Which menus are you talking about?  There is a menu selection Edit > Spin.  Rotate is available in a popup menu after you use Edit > Move.  It also is available when you are in Placement Edit application mode, accessible when you hover over a part, or when you are moving a part and select the popup menu.

Rotate takes a part selection and allows you to rotate about your point - Sym Origin, Body Center, User Pick, and Sym Pin #.  Spin is an action like move, that is its own independent function, also allowing you to rotate about your specified point.  So, they can be similar, depending on what you are doing.  If you need to rotate - or spin - a bunch of parts about their center point, you can do it via Move or Spin.  It's your choice.  Move gives you the extra ability to ... move them as well.  Spin ... just spins them.
