How do you chose electronic components as fast and as accurate as possible for your design?

After deciding what to build, how do you effectively chose the components? Let's say you are designing a voltage regulator board, how do you chose the components?

Do you search through the catalog of every vendor and read the datasheet of every possible component that might fit your design?
