Can Eagle import utility be made available in 16.6?

We were given a PCB design from someone that used Eagle's PCB tools.  We need to get the design into Allegro 16.6.  We noticed that Allegro 17.2 now has the ability to read in Eagle PCB files, and it worked really slick.  Unfortunately, Allegro 17.2 is unable to downrev the design to 16.6 (or any earlier version), so the import into 17.2 is useless for this design.

Alternatively, is there a way of hacking the Eagle-import utility into Allegro 16.6 such that the imported design is natively in Allegro 16.6?
