I've defned a via in my padstack library. How do I tell layout I want to use it? I tried finding a setting in preferences with no success.

The PAD file needs to in a location listed in the "padpath" preference to be "known" to PCB Editor, sounds like that might be the case, then you need to add the "padstack" (Via) to the Vias list for the Physical Constraint in Constraint Manager, the "top" entry for the Via list will be the default routing Via.
