menu change between v16 and v 17

1. Why do you have to keep rearranging the menu and menu items in Allegro?

2. Where the f is the "Create Module"  in v.17? It was under Tools in v.16.

3. Who is the genius behind this chance?

    The menu actually changed at 16.6-2015 as part of a major hotfix and currently only affects users that have an OrCAD PCB branded license - not Allegro. The change was made to help new users find menu items in a more structured way. If you are an experienced user then you can change back to use the default one that you know by Display - Use Legacy menu which will reset it after a restart. BUT the Tools - Create Module has and always has been an Allegro menu NOT and OrCAD one so make sure you start PCB Editor with an Allegro PCB Designer license. Just as a FYI you can create a module using Placement Edit Mode, window the parts you want then right click - Place replicate create then follow the command line instructions.
