Program has encountered a problem and must exit.

    You don't state when the program exists, at startup, opening a board file, taking some editing action, and so on. You might be able to rename the pcbenv directory and see if that cures anything but from a "getting a solution" perspective, this version of the SPB tools was end of life around the middle of 2011 and it seems unlikely that you could still be running XP, or Vista, which were the only supported Windows environments.
