When using display measure the popup window is not displaying, so I don't get a measurement.

I suspect the allegro.geo file, which is found in your %home%/pcbenv directory to be bad or have bad entries. This file retains the XY locations of the forms that the S/W uses to position the windows that open. The entry for the measure dialog will look similar to

    text.show_measure 473 325

where the values are the XY location on the monitor. If you use the S/W on a large monitor or a multi-monitor setup and then move to a laptop disaply the XY location may not be a viable one. You can clase the tool, delete the allegro.geo file and it will regenerate when the tool is opened and you invoke commands that use forms/dialogs.
