SQ-PI script in Wintel platform

In the past, Arpad Muranyi deveopled a Perl script to include the on-die / on-package decoupling capacitors into SQ-PI. We found the script is limited in Solaris platform. Our platform is Wintel. Is it also available? It seems that "spectre executable" feature is necessary. If we need the script is executable in Wintel platform, how to modify it? Thank you in advance
