Dims of soldermask and anti-pad

Hello,

I am a newbie to PCB Editor.

I have SPB17.2 w/ latest hotfix.

I am creating some padstacks.

When I inspect that padstacks in  ../share/pcb/pcb_lib, I notice that the dims for soldermask and anti-pad are not consistent.

Some are the same size as the pad, many are bigger by various amounts, some are even smaller than the pad.

Is there an Best Management Practice to this?

How does the anti-pad relate to the spacing constraint of the board? Additive? Greater of?
