HSPICE models need foundry .lib files?

I have been running HSPICE simulations from SigXP for a while - works very well with the Xilinx design kit for RocketIO.

For those unfamiliar with this, SigXP targets HSPICE instead of TLSim and the DML models are wrapped HSPICE. The results are displayed back in SigWave.

I need to do the same with some customer supplied HSPICE IO models. However, these models require the foundry libraries (e.g. TSMC 0.15um library). I have been told that I would have to buy these libraries to simulate the supplied encryted HSPICE. Is this true?!!! That means that if a customer can't supply the libraries then to run their simulation I would have to buy the same foundry models that they already own. Can this be true? How do people normally run simulations of people's HSPICE? Are the relavent libraries normally supplied?

Does anyone have any experience of this?
