How to set the Project manager and does the PCB viewer use a PCB Studio licence?

How to set the Project manager to only allow the PCB viewer for Electronic Engineers to open from the Project manager. And does the PCB viewer use a PCB Studio licence?

    I can't help you with Project Manager as I usually use Orcad/Capture CIS as the front end.

    The Allegro Physical Viewer (16.6) is a different license from PCB Studio.   

    You can read your design constraints, DRCs, 3D assembly, and add text to specific layers (markups/notes.)  But, you can't move parts or routing around.

    There is an Allegro/Orcad viewer you can download from Cadence.  But, I don't think you can view the constraint manager with it.
