Not directly so if you can't access an MCAD tool like FreeCAD what you can do is import it at the scale it is then use Manufacture - Drafting - Create Detail, set the scaling factor you want etc then draw a window around your imported objects and a scaled version will be attached to your mouse ready to place. Once placed you may need to adjust classes / subclasses.

Dassault Systems (Solidworks and Catia) also offers "DraftSight", a decent 2D drafting program that is currently free.  But, all of the free licenses will go away at the end of this year.

If storing drawings on in a password-protected cloud service doesn't cause panic, there is AutoDesk Mobile for Windows 10 at $50 a year.  Just need to figure out how to mirror a DXF and delete the original lines.   O_o  (it is so cool I may have to buy the pencil for my iPad.)

Still looking for a good $500 to $1,000 DXF-edit program that doesn't cause me to give contact info to any Solidworks VAR (avoiding Altium vendors at all costs at the moment.)

No, no, no.  Dassault removed the free licenses.  It's pay only now.

What ever happened to TurboCAD?  I picked it up for under $30 bucks about 10 years ago but have failed to keep up with it.  Does it exist?

And being under the thumb of SWX VARs I totally get your last comment :)
