Inner layer jumpers

So we use Net_ties and GP points to tie different ground and nets together that don't create a DRC errors on the board. They are added when we create our Gerber files and do show up as shorts. We have thru hole pads on some of out GP points that allow us to tie inners layers together. We would like to do this without thru hole pads but haven't found a way to create pads on inner layers. So is there a way to do this or do we continue to use what we have.

    We do the same thing, called Kelvin shorts, and I had the same dilemma. What I ended up doing is change the padstack to be a 'fiducial' which allowed me to have the pads only on internal layers, and allowed me to connect them up internally. It worked from me, along with defining the pads with the 'NET_SHORT' property so they wouldn't show a DRC violation.
