Importing XML in Orcad Capture does not create an OLB file.

I am importing XLM files that are obtained from parts vendors using an application called "Library Loader" from

componentsearchengine.com. It creates the XML file which then is imported into Orcad CIS but will not create

a OLB file. Does anyone else have an issue with this. I have attached an example file that will not convert.
