Library .XML to .OLB Import Tool Not Generating the .OLB File

I am using the library loader tool provided by SamacSys to get the .XML files for components I am looking at, but when I import it the .olb file isn't being generated. I am using version 17.2 of OrCAD Capture / PSpice.
