XNET not generated when too many connections.

I have a hierarchical design with a signal driven through a resistor and then going down through 10 identical hierarchical block to the terminating components.  

I have found an XNET is not created if all 10 block are connected but an XNET is created if I limit to one or two blocks.  Not sure yet how many it takes to make it not work.

Net name changes and new netlist alone do not fix the problem.

Any known limit on number off Net connections or number of hierarchical blocks in creation of XNET? 

This is currently in version 17.4 but seems like I had same problem in 17.2

In each block net has connection to 3 pins.  So maybe some kind of pin number limit on XNET?

    So looks like net can drive 8 of the identical hierarchical blocks and XNET will form.  If I go to 9 or 10 block no XNET.

    Driving signal comes out of a  hierarchical block as well so net with 9 block seem like limit for XNET?
