Has anyone had luck with shorting 2 planes? If I edit properties of clines/shapes, no net short property is available - only for vias can I do this successefully.

You need to assign the net_short property to a via or pin on each net and make sure the value of this property is 'netname1:netname2' (netnames separated by a colon). Then you should be able to connect the two planes together with additional etch or shape without DRCs (as long as the shape is assigned one of the two netnames).
