Impossible to start SPB 17.2 on Win10x64, error 0x000007B

Hello,

I'm trying to launch spb17.2 on Win10x64, but I have error 0x000007B when I start Projet Manager or others software link to spb.

I have install the hotfix_spb17.20.070 and Microsoft visualbasic 2012.

Previously I have some errors with 4 .dll files, I uninstall and re-install everthing, but no way ....

Do you have a idea to solve my problem ?
