Allegro 17.4 PDF export

I'm trying to export a PDF and import it into Blueprint. The problem I have is the reference designators are being duplicated. It seem the pdf export has hidden text and the displayed text. It becomes unhidden when imported. I'm using the PDF export as opposed to plot because I need to plot ground plane shapes. The plot output is useless with shapes on.
