STEP Export missing holes

help!

I have selected "Electrical through holes" in the Export Options, and I have hole visibility turned on.

But no holes appear in the output STEP file (viewed with Solidworks).

they don't show in the PCB 3D view either

Am I missing a setting somewhere?
