OrCAD netlist error: Cannot find primitive part for primitive instance

I'm encountering a problem when creating netlist for PCB.

The error message:

ERROR(SPCODD-412):

The netlist file (pstxnet.dat) is attached. The forum doesn't allow uploading .dat file, so I changed the file extension to .txt

Initially I'm suspecting the problem is caused by the part library (MAX13430) used. The library is downloaded from Ultra Librarian: https://app.ultralibrarian.com/details/e0c94d67-10a1-11e9-ab3a-0a3560a4cccc/Maxim-Integrated-Products/MAX13430EETB-T?uid=c4a20f350bb71b65

But changing to an alternative package of the same part (MAX13430EEUB) downloaded from Ultra Librarian, and also trying the library downloaded from Mouser.com didn't solve the problem.
