OrCAD PCB Designer Standard SPB 17.4-2019 S017 Cannot add silkscreen layers to board

The Add Layers dialog does not include silkscreen top or silkscreen bottom as selectable options.  Any ideas on how to add silkscreen layers?

    You need to edit your site file and add these yourselves. They will then be available under the Site Defined Mask Layers section. In the Cross Section Editor GUI choose Edit - Site File and add the layers you need. The file produced masklayersitefile.xml needs to be stored in the materialpath location, Setup - User Preferences - Paths - Config to be available for any design (or the local board directory if this is a one off).
