Constraints From One .Brd to Another Not Imported Properly

I have an Allegro 17.2 layout that I am using as a starting point for a new 17.4 layout. The netlist that I imported into the 17.4 layout blew away all the net routing constraints (yes, I know, we should have backannotated those months ago, but we didn't). I didn't notice it for a few days since I wasn't working on the constrained sections. To try to fix the problem, I exported constraints from the 17.2 layout and then imported those into the 17.4 layout. The differences list shows all as being "Added" or "Created", but in fact, none were added or created. Still missing netgrps, etc. I've tried running a database check on both and they are OK, but how can I get the 17.2 constraints into the 17.4 .brd? Is there an additional step that I'm missing? Thanks for any guidance.
