ERROR(248)

Hello.

Can anyone please help me understand why the Packager gives me ERROR(248) : 

"All physical pins are common in section 1 of physical part..."

When I check chips.prt,  all sections have at least one non-common pin. Why does this error persist? Is there something else that needs to be checked?
