Using jumper layer in Specctra

Hi!

I am trying to route a single side pcb with jumper layer in specctra, but I can't route it. I create the PCB in Layout, define the TOP Layer as jumper Layer and BOTTOM Layer as Routing layer. Then I add the strategy for jumper pcb routing. Layout routes as single side layer with jumpers in other layer, but in specctra it only routes in BOTTOM LAYER.

What must I do to create a single side board with jumpers?
