"conformal coated" ?

these words occured several times in my reading document, but the exact meaning is not very clear for me. 
I take two sentences from the document:

1)see 6.1.2 for traces to be conformal coated;
2)Line voltage(120V): 0.250 inch minimum over surface, 0.125 inch minimum through air,
  and 0.050 inch minimum when conformal coated;

    In the case of a printed circuit board, the conformal coating is the soldermask.

    KP, in fact, conformal coating is NOT soldermask. IPC defines conformal coating as an insulating protective covering that conforms to the configuration of the objects coated, which includes both the PCB as well as installed components. This could not include soldermask, as soldermask is only applied to the bare PCB fab. A conformal coating will normally be applied to a PCB assembly that will be exposed to more severe or harsh environment that would otherwise cause damage to a bare assembled board.

    Watchdog, talk to your assembly vendor to see if they have the capability to process against this requirement.

    Conformal coating is "typically" like a thick varnish that coats the assembled PCB - as Andrew mentions, it's used as an extra protection that goes over the Assembled PCB, components, substrate including any soldermask. Typical applications that need conformal, that I've seen, are in automotive and marine industries - the PCB's in these environments suffer from harsher elements than your everyday PCB so need a little extra protecttion.

    it's been a while since I worked with anything needing conformal coating so technolgy may have moved on a little since then
