Specctra - Adding Testpoints

I have a fanned out design that I'm passing to Specctra to autoroute. I want to use Specctra to generate testpoints during routing. I have tried to insert the testpoints during post-route clean without a lot of success. I can insert testpoints prior to routing, but notice that Specctra does not replace exisiting vias at legal tp sites, it inserts new duplicate vias.

Does anyone have any pointers for successful implementation of Specctra testpoints?
