IBIS is a standard, IBIS - I/O Buffer Information Specification, and provides a model of the I/O buffers of a device. A LIB file could be "anything" but, from a PSpice perspective, represents the functional behavior of a device in a format that the simulator can use - for IP protection reasons, the LIB file contents may be encrypted, or may only model "some" of the functionality of the device. IBIS models may provide more accuracy as far as the I/O behavior of the model is concerned but they provide no functional behavior whatsoever.
