Where do System Administration issues belong

There is a need for a place to post information and discuss issues about Licensing, Installationi, Operating Systems, Compilers and other "system administration" type issues.  back in the day, the old Cadence Users Group even had a full track at their conferences on this topic...

So, where do things like that belong?  Should there be a separate forum?
