Sticky post for all forums

Hi Administrator

May I suggest having a sticky post for each forum so that new users of the forum can provide the correct information before posting? E.g. the sticky post will always be the 1st post in a forum, titled "Read before posting" and has the following contents:

a. Provide specific version and name of the tool
b. Describe problem accurately
c. Be polite
...

This would really help a lot in guiding new users to provide the right information.
