Cdence16.3 installing problem

While installing Cadence 16.3 .lic file is not generated and due to this the software doesn't get installed.

Please help me to solve this issue.

Installation of the software will not generate a lic file. You are sent a .txt file that contains all your licenses from either Cadence sales or the channel partner you bought the software from.
