why I can't use QRC to extract RC

I'm using soc8.1 now, and when I use runQRC,I will get following errors.

Is that because we didn't install QRC after the soc encounter's installation? if I'm right,where can I find the package for QRC?

otherwise,what's the problem?

    Depending on what the foundry has QA'd and provided in the way of rule decks, you'll want to install either EXT7.1.2 or EXT8.1.1. Andrew.
