Relative coordinates

I want to build a box of known x and y where I want to build it from any point in the layout. I start the rectangle command and click the first point, how can I enter the points on the command line and get the box I want.

    When you are prompted for points, you can just type (say) 23:45.3 in the CIW and it will be equivalent to clicking at that point.

    Does that answer your question? I wasn't entirely sure what you were asking.
