Diamond shape in the center of standardViaDefs device

Diamond shape in the center of the vias are visible when user have even numbers of row/column.
But it disappears when you have odd number of rows/columns. In different PDK same issue doesn't exist.
I'm trying to figure out what could cause this issue in techfile: is this priority of the layers or something else? 
display.drf files are pretty much same between different pdks. I appreciate any pointer to resolve this issue.
