unable to create fill for circle or ellipse in Virtuoso Symbol Editor

I am using Virtuoso 6.1.4 - v2010.3_28.18 and am creating symbols in the symbol editor.  Here are the steps I am taking that lead to the problem:

1. draw a circle using the "create circle" button

2. click on it and press 'q' to bring up the "Edit Object Properties" dialog box

3.  change the "Fill Style" radio button from "outline" to "fill"

4. click "Apply"

5. click "OK"

When I return to the symbol editor, the circle is still just an outline, even though I set it to "fill".  There is no difference in appearance between the "fill" style and the "outline" style.  What could be causing this?  I suspect there is some display layer that I have set incorrectly in my display.drf file, but I'm not sure.  Does anyone know what the problem could be?

    You need to ensure that the packet associated with the device/drawing1 layer purpose pair has a fill. When you pick "fill", it sets the purpose to "drawing1" and with "outline" it sets the purpose to "drawing" (so it's using device/drawing).

    If device/drawing1 has a packet which is outline only, it won't show as filled.
