command to return the TechLib of the current design window (layout editor window)

Is there a skill command that will return the value of the current layout editor window's Technology Library?

Is there an online manual to search for commands like this?

    techGetTechFile(geGetEditCellView())

    should do what you want.  Cadence Online Support has all of the documentation, plus the tools have the documentation installed when the tool is installed (cdnshelp if using IC61x, or perhaps CDSdoc if using an older release).

    techGetTechFile(geGetEditCellView()) will get the tech file for the currently edited cellview, and I think (from memory) that it's either ~>libName , ~>name or ~>lib~>name tacked on the end to get the lib name containng that.

    This is all in cdnshelp, which you can access via the Help menus in the tools if typinh "cdnshelp" (or "cdsdoc" if using IC5141) is too much work ;-)

     Thanks Andrew.

     Got it to work using -

    techGetTechFile(geGetEditCellView())~>libName

    I will have to follow up with a local administrator about local software documentation.  The Help menu is no "help" as it returns an error, and "cdsdoc" is an unrecognized system command.
