Unable to start Virtuoso

I have installed IC-615-06.15.151 and MMSIM_11.10.445 but failed to start virtuoso. When I start the license server using “lmgrd_v” alias defined in bash file it says server is up but the desired vendor daemon is down. When I check the status of server using “lmstat_v” alias it says the license server failed to start.

If I comment out the USE_SERVER line in license file, virtuoso starts but cannot simulate with output log message: waiting for available license for virtuoso spectre.

While configuring MMSIM after IC615 installation, I used the OA installation of IC615 instead of MMSIM. The .bashrc file looks like this:
export CDS_HOME=/opt/EDA/cadence/ic615
export MMSIM_HOME=/opt/EDA/cadence/mmsim111
export OA_HOME=/opt/EDA/cadence/ic615/oa_v22.41.029
export CDS_LIC_FILE=5280@localhost

export PATH=$MMSIM_HOME/tools/bin:$CDS_HOME/tools/bin:$CDS_HOME/tools/dfII/bin:$PATH

alias lmgrd_v='$CDS_HOME/tools/bin/lmgrd -c $CDS_HOME/share/license/license.dat
alias lmstat_v='$CDS_HOME/tools/bin/lmstat -c $CDS_HOME/share/license/license.dat'
alias lmdown_v='$CDS_HOME/tools/bin/lmdown -c $CDS_HOME/share/license/license.dat'

The first few lines of license file looks like this:
SERVER localhost ANY 5280
DAEMON cdslmd /opt/EDA/cadence/ic615/tools/bin/cdslmd
# DO NOT REMOVE THE USE_SERVER LINE
USE_SERVER
FEATURE...

I don't understand where the problem is and how to solve this.

    Just reinstalled the OS and it works fine.
