Layout toolbox will not start with new techfile

When I try to start toolbox it brings up the icons but gives these errors.

I cannot get any toolbox commands to work and the setup utility gives the same errors. 

I am using sub-version  IC6.1.5.500.17

    Thank you very much for starting the new thread. Most toolbox commands have already been integrated into the layout editor so there should not be a need to use the toolbox anymore. May I know the specific toolbox cmds which you would like to use?

    Would you please upload snapshots of the following?
    - "Base Layer" page of toolbox utility
    - "Metal Stack " page
