Layout toolbox will not start with new techfile

When I try to start toolbox it brings up the icons but gives these errors.

Setting Toolbox Bindkeys from local file...

I cannot get any toolbox commands to work and the setup utility gives the same errors. 

I am using sub-version  IC6.1.5.500.17

    Quek,

    The primary functions I need from toolbox are the space,move, and digitize by rule commands. But I also use the bus commands, and the fix offgrid command.
