Layout toolbox will not start with new techfile

When I try to start toolbox it brings up the icons but gives these errors.

I cannot get any toolbox commands to work and the setup utility gives the same errors. 

I am using sub-version  IC6.1.5.500.17

    Hope that the following info will be useful for you. I have previously mapped each toolbox cmd to an existing layout editor cmd or COS skillscript.
